The Immigration Policy

 Some eighty Diet members of the Liberal Democratic Party are proposing setting an Immigration Agency to promote foreigners to reside permanently in Japan. In order to cope with the shortage of workers and the falling birth rate, we must take immigration into consideration. In that case, however, what matters is not quantity but quality.

 Japan has already accepted quite a few Brazilian immigrants of Japanese descent. However, often their children can't keep up with their classes at school due to a lack of Japanese fluency.To make matters worse, Japan has not adopted the grade skipping system. In France, for example, immigrant students are put into classes, based on each student's language ability, and then they skip grades commiserate with their French fluency. In Japan, students are classified only by age. Japan should definitely adopt the grade skipping system so that immigrant children won't fall behind.

 We should not confuse immigration with naturalization. Japan should not give Japanese nationality easily. In the case of Australia, foreigners given permanent residency first, based on educational backgrounds, age, assets, and so forth. Afterward, they can get Australian nationality through a thorough investigation. The English level is, of course, thoroughly examined, but the most important point is how the applicant can contribute to Australia.

 Similarly, Japan had better screen foreigners strictly. At present, foreigners who have lived in Japan for 5 years or longer can apply for naturalization. I believe, however, Japan should give them permanent residency first. After living in Japan for at least 10 years without committing a crime should be a prerequisite to get Japanese nationality. And , if a foreigner commits a crime, Japan should deport the foreigner even if he/she has permanent residency in Japan.

 Japan's public peace has been deteriorating. We had better consider our immigration policy very carefully.
