Absurdity of the Welfare System

 It was revealed that the handicap postage discount had been abused for the purpose of direct mail by business. The welfare system is paid for by our taxes. As a taxpayer, I cannot forgive those who exploit the welfare system.

 The handicap postage discount enables handicap organizations to send envelopes for 8 yen, which regularly costs 120 yen. A major household appliance dealer, an advertising agency and a sham handicap organization capitalized on the discount system and made a profit margin of some 240 million yen.

 Con artists who exploit the welfare system are not uncommon. The Sapporo Appellate Court supported the decision of the district court which sentenced a man to four years in prison who had pretended to be blind and had received 5,400,000 yen in additional welfare. The Akita District Court sentenced a woman to two years and six months in prison who had claimed to be depressive and had gained a disability allowance of some 6 million yen.

 To make matters worse, in terms of providing welfare, civil servants are “generous” to yakuza members while being stingy to ordinary citizens. In Takikawa City, Hokkaido, a yakuza member and his wife cheated the welfare system out of roughly 200 million yen. In Fukaya City, Saitama Pref., a Korean yakuza member threatened the municipal staff and cheated them out of 2,200,000 yen, receiving some 19 million yen in total. In both cases, the civil servants in charge were knowingly allowing the swindles by yakuza members.

 Worst of all, in Sapporo, an eatery owner exploited the handicapped. Four handicapped men had worked at the eatery and lived there for longer than ten years. However, they were given only bath fees once a week. They had never been paid salaries. In addition, the owner had swindled their handicap annuities of some 36 million yen.

 On the other hand, citizens who are in really need of help, such as fired workers with nowhere to live, are declined filing for welfare by municipal staff while lots of Koreans and other foreigners live on welfare even though Article 25 of the Japanese Constitution prescribes the right to economic security to only Japanese citizens.

 Thus, the present welfare system does not function as intended. I believe it's high time Japanese citizens reconsider the Japanese welfare system.
