Japanese Citizenship for Descendants Abroad

 Thirty-eight Paraguayans of Japanese descent are going to demand the Japanese government give them Japanese citizenship. If they choose to be Japanese citizens, I hope they can get Japanese citizenship. However, if they choose to keep Paraguayan citizenship, they should not be given Japanese citizenship. Dual citizenship should not be permitted.

 With the exception of birth registry (within 3 months from the birth), it is not easy for foreign born “Japanese” to get Japanese citizenship. In the case of naturalization, a foreign born Japanese child of a Japanese citizen is required to live in Japan at least 3 years (whereas ordinary foreigners are required to live in Japan 5 years or longer).

 There are two ways in which citizenship is granted: lineage or birthplace. In Asia or Europe, majority countries adopt the lineage method. For example, in Italy, if either of the parents is proved to be Italian, he/she can get Italian citizenship regardless of his/her age. This style follows the concept of lineage. I believe Japan should introduce it.

 On the other hand, dual citizenship should not be allowed. Those who have dual citizenship can live abroad as a citizen of the country and behave as a Japanese citizen in Japan. Such a privilege would violate Article 14 of Japanese Constitution, which guarantees equality under the law.

 Article 11 of Japan's Citizenship Law stipulates that when a Japanese citizen gets a foreign country's citizenship of his/her own will, he/she loses their Japanese citizenship. For instance, Youichiroh Nanbu, the emiratus professor at Chicago University who got a Nobel prize in physics, was born and raised in Japan. However, while staying in the U.S., he got American citizenship and decided to live as an American citizen. I believe it's a fair attitude.

 According to Article 14 of the Citizenship Law, a Japanese citizen who is also a citizen of a foreign country, must choose either citizenship within 2 years. And, if he/she doesn't choose, in conformity to Article 15 of the Citizenship Law, the Japanese authorities should deprive him/her of Japanese citizenship.

 One should decide the country to which he/she belongs of his/her own will and on his/her responsibility.
